I agree that everyone would need to pay in.  I would even make health care payment a higher priority than income tax.

I would also require the system to be cash positive most years and able to keep surplus for use in years with higher than expected expenses.</description>

As long as every adult pays taxes, this might be workable. We have a tax system that eliminates tax payers at the low end and high-end.

If an adult uses government services, then that adult needs to pay. And pay their share, not a lesser amount to their share.

If not, then I'm against the program where only some adults pay their share and others don't.
