I agree that everyone would need to pay in. I would even make health care payment a higher priority than income tax.

I would also require the system to be cash positive most years and able to keep surplus for use in years with higher than expected expenses.

As long as every adult pays taxes, this might be workable. We have a tax system that eliminates tax payers at the low end and high-end.

If an adult uses government services, then that adult needs to pay. And pay their share, not a lesser amount to their share.

If not, then I’m against the program where only some adults pay their share and others don’t.
